Carolann D. Wicks, P.E.
was
sworn in as the eighth Secretary of Transportation on February 1, 2006.
She has been an engineer in various capacities in the Department of
Transportation for the past 23 years making her an excellent expert in
the State’s transportation needs and development projects. Most recently, Sec. Hicks held the positions of Chief Engineer for the Department, and the Director of the Division of Transportation Solutions. Prior, |

she was
the Assistant Chief Engineer and Assistant Director for the Project
Management Team.
Sec. Wicks is a member of the American Association of State Highway Transportation Officials (AASHTO) Standing Committee on Highways and the AASHTO Transportation and Education Management Institute Steering Committee. She also is a member of the American Association of State Highway Engineers. Sec. Wicks is a licensed engineer and has a bachelor's degree in civil engineering and a master's degree in public administration from the University of Delaware. She is married and lives in Townsend, Delaware. |
