Russell Troy Larson


Russell Troy Larson is the Controller General for the State of Delaware, a nonpartisan appointed staff position.  The office provides staffing for the Delaware General Assembly and, specifically, the House Appropriations and Senate Finance Committees.  He has served in Delaware since 1978.  Prior to his appointment in Delaware, Mr. Larson was employed by the Joint Legislative Audit and Review Commission in Virginia. 

The Office of Controller General is considered the fiscal oversight arm of the Delaware General Assembly.  As such, the office not only prepares the State’s finance legislation but also serves on several committees on behalf of the legislative branch.  These committees include the Delaware Economic and Financial Advisory Committee, the Cash management Policy Board, The Group Life and Group Health Committees, and several Boards such as the Delaware Stadium Corporation.

He is a graduate of the Pennsylvania State University with degrees in Political Science, Latin American Studies and a Masters Degree in Public Administration.
